This report cannot be relied upon: Mukul Sinha

The report of Justice Nanavati and Justice Mehta commission looks as if it has borrowed the theory of conspiracy stated in the police inquiry report of Dy SP Noel Parmar. At the time of the submission of the part report by the commission, we had questioned the urgency of submitting the report after waiting for the past six years. It should have waited till the submission of the report of the Special Investigation Team (SIT) appointed by the supreme court.

This is a report, which cannot be relied upon. We, as Jan Sangharsh Manch, believe that there are contradictions between the reports of justice Nanavati commission and Justice Banerjee commission. So, the central government should appoint a commission under a judge of the supreme court and that the commission should give the report in six months.

The commission’s sudden hurry and submission of part report leave many questions unanswered. Interestingly, while nobody has asked the commission to inquire the involvement of the chief minister and ministers and other officials in the train carnage at Godhra, it has given all these people a clean chit stating that “there is absolutely no evidence to show that either the chief minister and or any other minister(s) in his council of ministers or police offices had played any role in the Godhra incident or that there was any lapse on their part in the matter of providing protection, relief and rehabilitation to the victims of communal riots or in the matter of not complying with the recommendations and directions given by the National Human Rights Commission.”

The commission has given a clean chit to these people in Godhra train carnage and the rehabilitation activity after the communal riots, but it has not said anything about the role of these people in the communal riots, which it has been asked to check. This gives a hint about the outcome of the second report, which may say that there is no evidence that shows the involvement of the chief minister and his ministers or police officers.

Though the commission has reported about all the witnesses, it seems it has not taken into consideration any report except the report of Dy SP Noel Parmar. According to many eyewitnesses including DSP Raju Bhargav, the guard and engine driver of the train had entered the coach and set in on fire. Moreover, the statements of passengers show that there was no fire on the floor of the coach. This report will not be accepted by the highest court.
